A small town's footbridge closes after a flood. The neighborhood council stops meeting, rumors replace facts, and old favors decide repairs.
The Image gives us a clue: Heaven and Earth do not interact: Stagnation. The noble one uses frugal virtue to avoid difficulty and cannot be honored through emolument. We will read the six lines from the ground upward.

In the flooded town, you and two neighbors pull up couch grass from a clogged drainage ditch. The roots are tangled, and you see your concerns are connected. You choose to form a small work group with shared notes. If you stay steady and include people by principle, the effort opens a way; if you recruit only loyal friends for status, it breaks.

At the council office, a clerk carries a bundle of unresolved repair forms. A council member offers you a quick signature if you stay quiet about diverted funds. Taking it keeps you comfortable but complicit; declining costs access. You choose to decline and find another route through residents' own records.
Some find small safety by accommodating limits. Where does small comfort ask you to become part of the problem?
4. Face the shame ·
The figure hides an uneasy shame in an unfit place. Naming it is the first chance to move differently.
You agree to carry a tray of 'fresh' sandwiches to the bridge fundraiser, though you saw the expiry labels. You lower your head as you serve them. If you admit the error and replace the food, shame can turn into repair; if you hide it, trust spoils.

5. Receive the right charge ·
A rightful message passes through the sealed gate. With a clear charge, separated allies can work together again.
A courier arrives at the chained footbridge with a sealed letter: the county approves a resident-led repair fund. You receive it openly, log it, and invite every affected household. The rightful charge brings no blame, and allies share the benefit; if you hide the letter to control who benefits, the gate stays locked.

The bridge partly reopens. As coordinator, you resist a victory party. You secure the repair fund with written rules and anchor oversight to the oldest residents, like tying a rope around the living roots of the town's mulberry. You keep saying, 'It could still fail.' If careful, relief holds; if careless, stagnation returns.

The last barrier falls; the repaired footbridge opens between two neighborhoods that barely spoke. Your first walk across is awkward, then people laugh and exchange tools. The blockage was not forever. If you carry old grudges, the new road narrows; if you cross with open hands, first stagnation turns to joy.
