43 · Breakthrough (GUÀI)
Breakthrough means making a decision openly and taking responsibility for it. The judgment asks for a truthful public call and warns against turning straight to force. Each line tests the manner of decision: rash steps fail, steady vigilance helps, lonely resolve has a cost, stubbornness stalls, a central course checks excess, and delay can leave no one to call.

The judgment
Breakthrough: announce it in the royal court; call out with sincerity. There is danger. Inform your own town. It is not beneficial to resort at once to arms; it is beneficial to have somewhere to go.
Make the problem visible where it can be judged, tell those affected and acknowledge the danger. The text specifically rejects an immediate turn to arms. Decisive action begins with accountable speech.
